It is a common, value-oriented construction—described as durable and entry-level—that prioritizes resilience and dependability over the lightest possible weight.
Some brands blend approaches: O'Brien's Dura-Surf construction, for example, combines the performance features and light weight of a hand-glassed surfer with the resilience and dependability of a compression-molded board. Compression-molded boards are popular for beginners and rental fleets because they hold up well to abuse.
